The Members of the Board listened to the reports of the Executive Committee on the activities completed in 2015. They approved the annual work plan, the list of the Association’s target projects and the 2016 budget.

This year, the Association has actively discussed the changing conditions in subsoil matters, reduction of the tax burden on the industry, improvement of the legislation in the field of environment and electric power. Furthermore, the Association implemented human capital development projects in oil-gas and energy industries: educational, dual training system projects and others.

On December 2, during the meeting of KAZENERGY Association Coordinating Council for oil and gas industry development and the Committee of Oil and Gas industry of the Presidium of “Atameken” NCE of RK discussed the relevant issues of oil and gas industry. The meeting was chaired by Sauat Mynbayev, Chairman of the Management Board of KazMunayGas NC JSC, and was attended by the representatives of the Ministry of National Economy of RK, Ministry of Energy of RK, “Atameken” NCE of RK, subsoil user companies and others.

On November 27, the meeting of Coordination Board on the issues of environmental protection, social responsibility and transparency chaired by Vincent Spinelli, managing director on HSE at KazMunayGas NC JSC, was held at KAZENERGY Association. The issues of changing the environmental legislation, implementation of the Initiative for Production Industry Transparency (IPIT) and GG emissions regulation system functioning were discussed. Currently, the draft Law “On amendments and additions to some legislative acts on environmental issues” is being considered by the Mazhilis of RK. The document provides exclusion of alignment of Gas Utilization Program (GUP) with environmental authorities, responsibility for deviation from gas flaring “scenarios”, environmental permits and extension of cases of technically unavoidable gas flaring. With respect to responsibility for environmental damage caused in the part of tax rates 10-fold increase in the rates of payment for excess emissions and 20-fold increase in the rates of maslikhats is excluded, however, state agencies 20 times increased the basic rate of gas flaring. Further work on changing the rates of payments and the list of contaminants according to OECD countries experience is being conducted. Moreover, the Rules of the economic assessment of damage caused by environmental pollution were changed: exclusion of unjustified multiplying factors, introduction of a single formula on emissions (stationary sources/flares), linking of environmental damage to the rates of the Tax Code of RK.

Sarinzhipov speaking on implementation of recommendations of the 2014 Parliament Hearings on quality and prospects of economic training in the technical, vocational and higher education system, the 2016-2019 RoK State Program for Education and Science Development; RoK Vice Minister of Healthcare and Social Development S.K. Zhakupova reporting on the Assessment of Staffing Requirements across Areas of Economy; Deputy Akim of Kyzylorda Oblast R. Kenzhekhanuly on adoption of innovative approaches  for development of technical and vocational learning throughout the Kyzylorda Oblast by regions following recommendations of the Parliament Hearings; and Akim of Kostanai Oblast M. Zhundubayev delivering  report on Defining the staffing requirements in the region as a mechanism to achieving indicators of the above-mentioned State Program.

Seminar was conducted under the road map for research and technological development of the oil and gas production sector, Target Section 5. KAZENERGY Association General Director Aset Magauov welcomed seminar participants. The basic message of the event embraced key elements to successful response to oil spills, defining of basic principles, Kazakhstan’s compliance with the international best practices, compatibility with the RoK Laws, action planning in case of emergency and the response strategy; cumulative environmental benefits, response in line with the climatic conditions, new international technologies (chemical collectors) and national planning of preparedness and response in Kazakhstan.
