I have heard the speeches of the top-management representatives of the petroleum giants, presented in Kazakhstan, as well as of some competent ministers from countries, interested to get closer to the Caspian country, like the Energy minister of Bulgaria Traicho Traikov, who always was sitting between the European Commissioner and the Oil & Gas Minister of the host country. In turn, nor a single state representative from Romania was present, nevertheless the Rompetrol Group, which owns the Petromidia refinery in Constanta, is the biggest acquisition of the Kazakh state abroad.

Kazakhstan is one of the pillars on which the European Union leans in its plans to reduce dependence on Russian crude oil and gas. This year edition of the KazEnergy Eurasian Forum, held on October, 4 and 5, was a special one, because 20 years of Independence are marked.

However, I was surprised to know that the Kazakh state is importing fuels from Russia, because the three Kazakhstan refineries, very old ones, are stopped for modernizations. Imports have been intensified especially last months, at the peak of the agricultural period, when the gasoline price was increased from 90 to 135 tenge (1 USD = 145 tenge), i.e. 3 RON per liter in Romanian money.

“They are moving extremely fast. They have crude, they have money”, a Frenchman tells me, whom I addressed at the hotel at lunch. He works as an engineer at the high speed railway train line, which is under construction between Astana and Alma-Aty. 1,200 kilometers will be ready in five years.

In the evening we make a stop at the most luxurious hotel in the city – Rixos – where we are invited to the party of the correspondents, accredited at the KazEnergy Forum, which is the reason of our official trip to Astana and which will take place in the next two days. Aidana, the hotel hostess, smiles smartly to every customer, wishing him a good evening. I start talking with her and ask how simple people here perceive the world economic crisis. In an almost perfect English the young woman tells me that she is originating from the South of the country and came for studies in Astana three years ago.  

 

Other new buildings – the city keeps moving

Another fact that drew my attention is that on Astana streets everywhere new buildings are being constructed. “We arrived here yesterday, and meanwhile, windows on three floors were mounted”, tells me a Romanian form our delegation, pointing up to a future sky-scraper. There are not so many people on the streets, but almost all passers are dressed in suits and the women are very elegant and all of them look young. Alexey, a young man from Astana, tells us that some of the residential buildings are almost empty, because prices are very big: 4,000 – 5,000 Euros for a square meter.
